Some major determining factors

While recognising the foregoing difficulties, I suggest that what size of army a country has—whether large, medium, or small—is a function of at least seven variables operating jointly. The variables involved are:

Geographical expanse of the country

Size of population

Level of technical resources

Available national wealth

Nature of strategic thinking, whether offence or defence oriented; and what (if any) additional functions are assigned to the military outside the narrow confines of their profession

Extent of external commitments political, economic, and military

Incidence or likelihood of war.
